Requires live Session access and wamp.cloud.approvals:respond. Use the interaction’s exact requestId and one choice offered by its request; never use a vendor allow_always or reject_always option. Mint an idempotencyKey for one decision and reuse it on retry. The first answer wins under the Session lock. A retry with the same key returns its outcome; another answer returns 409 cloud_interaction_conflict with the winning outcome when one exists. Expired or closed requests return 409 without an outcome. An accepted answer may have status open while the worker delivers it to the same pending engine request. No reply Turn is created.

A UUID identifying one Cloud resource; Session, Turn, Publication and Merge ids are minted by the caller so an ambiguous retry addresses the same durable command instead of creating a second one.
